DSH plugin: a loopback failover relay becomes the process-wide proxy route, so web_fetch works under Mihomo/Clash TUN fake-ip and falls back to direct inside the same request when the local proxy stops. / DSH 插件：把容错 relay 装成进程级代理路由，修复 TUN fake-ip 下的 web_fetch；本地代理关闭时同一请求内改走直连。
